Özet

When making decisions to protect people's lives, simple but robust solutions with a high degree of certainty are sought. Unfortunately, there is no simple technical decision-making method for selecting protective actions. Simple rules do not work in all conditions or even for a wide set of conditions. A checklist approach is practical but probably will not make the best decision. This study presents a decision support mechanism to help select the best shelter construction project based on criteria obtained from the official shelter guide and the necessity of using shelters in emergencies. The selection is made by considering the five basic criteria in the Civil Defense Guidelines and optimizing the construction of the projects by the standards. Ensuring an acceptable shelter meets the safety standards required to prevent disasters and their consequences is important. Valued by intervals, an efficient and adaptable method of capturing indeterminacy is using the interval form of a Fermatean fuzzy set, represented by membership and non-membership. In order to handle specific comparative problems, this study has used chiefly a novel score function for an interval-valued Fermatean fuzzy number. Then, a novel distance metric has been proposed for interval-valued Fermatean fuzzy sets with several parameters. The objective weights were determined using an entropy metric based on an interval-valued Fermatean fuzzy set. Next, the algorithm for weighted distance-based approximation was applied. The foundation of the weighted distance-based approximation technique is that the best option could be near the negative-ideal solution (AIP-worst plan) and far from the positive-ideal solution (PIS-best plan). The characteristics of the developed entropy, distance, and similarity metrics have also been examined. We introduce two interval-valued Fermatean fuzzy decision-making techniques based on multiparametric similarity measure and weighted distance-based approximation. Since the establishment and improvement of urban emergency shelter systems have become indispensable in the new era to guarantee the safety and development of cities, the results obtained with the proposed methods facilitate the selection of the most appropriate shelter project according to the regulation criteria. Considering the situations that necessitate staying in the shelter, the selected project should be designed to protect human life and provide a comfortable life for a while. In the decision-making problem, the projects were evaluated using the criteria, and the projects that could protect healthy, sound, solid, and hygienic conditions were selected.
