Our future lies in our children; they are our greatest treasure. Children often mirror their families, teachers, and the individuals they are connected to, showing a rapid tendency to adopt and imitate their styles (Jenkins, 1998). Therefore, the experiences children gain during their formative years, the discipline they receive, the importance they feel, the loving looks and affection they receive, the peace, and the attention, all shape their identities. It is indisputable that a child growing with such awareness, based on “Peace,” “Happiness,” “Respect-Love,” and “Awareness,” contributes significantly to the social and cultural development of society, completing its integration (Yersel & Durualp, 2020), (Wolf et al, 2022). The successful development and management of school transportation systems are a matter of prestige for countries. It is observed that the first regulation for organizing school transportation in Türkiye was put into effect on 21.05.1992 under the name “School Bus Service Regulations.” The regulations have been amended nine times up to the present day, most recently on 29.04.2023, when they were renamed as “School Bus Regulations” (Kazancı Hukuk, 2023). The results are related to the causes. Dynamic population growth, education and integration of the population, infrastructure and superstructure problems, aggressive competition, difficulties in supervision, and, in addition to these factors, problems related to the country’s income level and the equitable distribution of income pose a danger to the sustainability of the conceptual, systemic, and qualitative infrastructure required by specialized jobs like “School Transportation Services”. The discrepancy between the expectations shaped by the qualitative workforce, societal culture, and urban culture required by such specialized services and the legislative texts poses significant challenges. Based on this conceptualization, it is evident that the ‘School Bus Services’ system, sustained by the ‘realities’ of our country, is confronted with many unnoticed issues. In the changes made to the “School Bus Regulations” to date, it is observed that current known problems or sectoral demands are prioritized in the operation of the system. Therefore, the changes made, the considerations, or the proposed amendments appear to be focused on solving current known issues rather than the intention to establish, organize, and manage the system, the market, the sector, and the industry. With such an approach, it is evident that the newly created regulation will require further modifications in the near future. In this context, the issue of “Risk Management in School Buses,” which is not addressed within the scope of the “School Bus Regulations” in our country, has been evaluated, and a “Risk Management Model in School Buses” proposal has been created.
