11 Ağustos 2021 tarihinde Batı Karadeniz bölgesinde etkili olan yağışları takiben özellikle Sinop ve Kastamonu illeri içerisinde kalan birçok ilçede sel felaketleri yaşanmıştır. Sinop’tan Zonguldak’a kadar geniş bir coğrafyada etkili olan selin yaşandığı dönemde, Bozkurt ve Ayancık ilçelerinde günlük 400 mm’ye kadar artan yağış yükseklikleri ölçülmüştür. Sel suları ile birlikte ormanlık bölgeden sürüklenen ağaçlar, taş ve bloklar nedeniyle, dereler üzerinde yer alan köprü ve menfez gibi tüm sanat yapılarının kesit alanları daralmıştır. Bozkurt ilçesinde köprü geçişlerinin tıkanması baraj etkisine neden olmuş, köprü arkasında biriken sel suları meskûn mahallere doğru taşarak can ve mal kaybına neden olmuştur. Sel suları ile birlikte sürüklenen ağaç ve tomruklar, özellikle Ayancık ilçesindeki köprü ayaklarında gözlenen hasarlar üzerinde etkili olmuştur. Dere kenarlarında inşa edilen betonarme ve yığma duvarların birçok bölgede hasar gördüğü ve/veya yıkıldığı tespit edilmiştir. Özellikle Bozkurt ilçesinde can kaybının ana sebeplerinden bir tanesinin dere kesitlerini korumak üzere inşa edilen istinat yapılarının yıkılması olduğu gözlenmiştir.
The heavy rainfalls that were effective in the Western Black Sea region caused flood events in many districts around Sinop and Kastamonu cities on August 11, 2021. The flood event was effective in wide range of area from Sinop to Zonguldak, and the measured precipitation was up to 400 mm/day in Bozkurt and Ayancık districts, thus the flood can be considered to be one of the most devastating flood disaster in Turkey. The flood debris consisting of trees and stones drifting from the forest area blocked the flow or reduced the capacity of the waterway of the structures such as bridges and culverts. In Bozkurt district the bridges were blocked in a few minutes causing dam effect thus the flood waters accumulating behind the bridges moved towards the residential areas, causing loss of life and property. Trees and logs drifting along with the flood waters had an impact on the observed damages, especially on the bridge piers in Ayancık district. It was determined that reinforced concrete and masonry walls built on the river sides were damaged and/or collapsed in many locations. It was also observed that one of the main causes of loss of life, especially in Bozkurt district, was due to the destruction of these protection type of retaining structures along the stream sections.
