Özet

Bir Jeopark fikrinin başlangıcından itibaren; idare ve yönetimini, UNESCO Küresel Jeoparkları bağlamında ele almak son derece önemlidir. Doğru idare ve yönetimin başarılı bir Jeopark'ın temel şartı olduğu gerçeği unutulmamalıdır. Jeopark idare ve yönetim yapısı için “herkese uyan tek tip mükemmel bir model” yoktur. Bir jeopark oluşumu tabandan tavana doğru gelişmelidir. Jeopark çalışmaları son yıllarda ülkemizde artmaya başlamıştır. Ancak gerek jeopark envanter çalışmalarında gerekse jeoparkın oluşturulma aşamasında ciddi sorunlar ortaya çıkmaktadır. Başlangıçta bilimsel çalışmalara ağırlık verilen jeopark çalışmaları bir noktadan sonra tıkanmakta ve kazanımların devamı için yapılan girişimlerden dolayı geri dönüş zor olmaktadır. Oysa bir jeopark çalışması başlamadan önce sağlıklı bir yönetim planı yapılarak o jeoparkın nasıl idare edileceği ortaya konmalıdır. Bir Jeopark fikrinin başlangıcından itibaren; idare ve yönetimini, UNESCO Küresel Jeoparkları bağlamında ele almak son derece önemlidir. Doğru idare ve yönetimin başarılı bir Jeopark'ın temel şartı olduğu gerçeği unutulmamalıdır. Bir Jeopark yönetim organının idare ve operasyonel işlevleri arasında açık ve geçilemez bir ayrım çizgisi olmalıdır. Yönetimden sorumlu olanlar (Direktörler, Mütevelli heyeti, Yönetim Kurulu Üyeleri vb.) kendi idari işlevlerine odaklanmalı ve günlük operasyonel konulara girmemelidir. Bu tür konular jeopark personelinin sorumluluğundadır. Bu ölçüt ulusal ve bölgesel mevzuata ve UNESCO kurallarına/kriterlerine uygunluğun sağlanması, Jeoparkın stratejik yönünün belirlenmesi, finansal istikrarın sağlanması ve riskin yönetilmesi açısından önemlidir. Jeopark idare ve yönetim yapısı için “herkese uyan tek tip mükemmel bir model” yoktur. Benzer şekilde “doğru” veya “yanlış” yapılar da yoktur. Bir jeopark oluşumu tabandan tavana doğru gelişmelidir. Taban desteği olmayan bir jeopark başarısız olmaya mahkumdur. Bununla birlikte, mevcut jeoparklar tarafından kullanılan ve oluşturmaya çalışılan jeopark için de uygun olabilecek bazı tipik destekleyici ve çalışmakta olan yapılar vardır. Bunlar arasında mevcut bir Milli Park veya Tabiat Parkı yapısı aracılığıyla idare ve yönetim, yerel veya bölgesel bir hükümet alt yapısı aracılığıyla idare ve yönetim, hayırseverlik ve/veya özel sektör yapısı aracılığıyla idare ve yönetim ve son olarak bu amaç için yeni bir ortaklık yapısı oluşturularak idare ve yönetim sayılabilir. Bunlardan ilk üçü daha yaygındır çünkü yerleşik organizasyon yapılarından ve bazı durumlarda mevcut personelden ve diğer kaynaklardan yararlanabilme avantajına sahiptirler. Dördüncü seçenek en az yaygın olanıdır ve kurulumu en zor olanıdır. Bu bildiride Unesco Küresel Jeoparkların yönetim planlarından yola çıkılarak Türkiye’de planlan jeoparkların nasıl bir yönetim planına sahip olmaları gerektiği tartışılacaktır.

From the beginning of the idea of a Geopark; It is extremely important to consider its governance and management in the context of UNESCO Global Geoparks. It should not be forgotten that correct administration and management are the basic conditions for a successful Geopark. There is no “one size fits all” model for geopark governance and management structure. The formation of a geopark should develop from bottom to top.Geopark studies have been on the rise in recent years in our country. However, significant problems arise in both geopark inventory studies and the establishment phase of geoparks. Geopark studies, initially focused on scientific research, often reach a point of stagnation, and it becomes challenging to reverse the situation due to efforts made to sustain the gains. However, it is essential to develop a sound management plan before starting any geopark project, outlining how the geopark will be administered. It is of utmost importance to consider the management and administration within the context of UNESCO Global Geoparks from the inception of a geopark idea. It should not be forgotten that the correct management and administration are fundamental to the success of a geopark.There should be a clear and impenetrable distinction between the management and operational functions of a geopark's governing body. Those responsible for management (Directors, Board of Trustees, Board Members, etc.) should focus on their administrative functions and should not get involved in daily operational matters. These matters fall under the responsibility of geopark personnel.This criterion is essential for compliance with national and regional regulations and UNESCO rules/criteria, determining the geopark's strategic direction, ensuring financial stability, and managing risk. There is no "one-size-fits- all perfect model" for the geopark management and administration structure. Similarly, there are no "right" or "wrong" structures. A geopark formation should develop from the bottom up. A geopark without grassroots support is doomed to fail. However, some typical supporting and existing structures that may be suitable for existing and prospective geoparks are used. These include management and administration through an existing National Park or Nature Park structure, management and administration through a local or regional government infrastructure, management and administration through philanthropy and/or the private sector, and, finally, creating a new partnership structure for this purpose. The first three are more common because they have the advantage of using established organizational structures and, in some cases, existing personnel and other resources. The fourth option is the least common and the most challenging to establish. This paper will discuss how geoparks planned in Türkiye should have a management plan based on UNESCO Global Geoparks, using the management plans of UNESCO Global Geoparks as a starting point.
