While health expenditures are increasing globally, countries look for new models to make health systems sustainable. As there are similar examples all over the world, in Turkey in addition to public and private hospitals, University Hospitals should work with regard to the separation of powers principle as an important shareholder. The legal basis, which defines the objective, duty, authority and responsibility of University Hospitals, also states the difference of University Hospitals from others. In combination with the public perception, practices show that on one hand University Hospitals are health institutions of which the main objective is to educate and research; on the other hand they are the last stop of diagnosis, therapy and rehabilitation.
